Skip CodeRabbit reviews on Dependabot PRs (#2510)

Adds `.coderabbit.yaml` with `reviews.auto_review.ignore_usernames:
["dependabot[bot]"]` so CodeRabbit stops reviewing and commenting on
Dependabot PRs. Config-only change; same file is landing across the
craft repos.
